How General Zia Went Down on the 17 August 1988-EDWARD JAY EPSTEIN



I WAS SERVING AS MTO 15 LANCERS ON 17 AUGUST 1988 AND 15 LANCERS WAS CHARGED WITH ADMINISRATIVE ISSUES OF ZIAS VISIT TO KANDEWALA RANGES ON
17 AUGUST 1988.

15 LANCERS WAS TOLD TO ARRANGE ITEMS LIKE BABA ICE CREAM , LOTAHS AND THE LUNCH WHICH ZIA NEVER ATE AT TAMEWALI SINCE HE CUT HIS VISIT SHORT AND FLEW STRAIGHT IN CHOPPER TO BAHAWALPUR INSTEAD OF TAMEWALI FROM THE KANDEWALA RANGES.

I HAD EXCUSED MYSELF FROM GOING TO TAMEWALI AS MY ADVERSE VIEWS ABOUT ZIA WERE WELL KNOWN TO THE CO.

THE FIRST INDICATION OF THE CRASH WAS HELIPAD BEING PREPARED IN FRONT OF MULTAN CMH AROUND 1700 WHEN I WAS DRIVING FROM 4 ARMOURED BRIGADE MESS TO 5 ARMOURED BRIGADE MESS.I STOPPED TO ASK WHAT HAPPENED AND WHY SUCH ACTIVITY IN THE SPORTS GROUND OPPOSITE THE MILITARY HOSPITALS GATE.THE MILITARY POLICE NCO REPLIED THAT A PLANE HAD CRASHED NEAR BAHAWALPUR AND THIS HELIPAD ACTIVATION WAS  TO RECEIVE THE DEAD BODIES.I COULD GUESS WHAT HAD HAPPENED AND DROVE TO MY REGIMENT TO CONFIRM FROM THE DUTY NCO CLERK.

An army chief who should never have been the chief in the first place and should have instutionally retired by 1980 was finally terminated by divine design on 17 August 1988.

It was a hot summer day when a C 130 military transporter crashed almost right on the site of a pre 1947 Hindu Shamshan Ghat on the Sutlej River near Bahawalpur. Pakistan's political equation was transformed within flash of a second. General Ziaul Haq's jaundiced shadow was removed from Pakistan's body politics by divine design and tangible endeavour of some mortals!

When Zia was suddenly promoted the army chief in 1976 he was an unknown man in the army. With no war record and known for no professional brilliance , Zia was a gift of the civilian prime minister Z.A Bhutto to the Pakistan Army. Late Maulana Kausar Niazi found an American connection in this dark horse when he stated that the US Ambassaor told the Maulana many days before his actual promotion that a man called Zia may be the army chief.

Of humble background Zia did not see any action in any of Pakistan's wars except having been master mind of a dirty war of Jordan's punitive action called Black September against the Palestenians.His immediate superior Major General Nawazish found him unsuitable to be a commissioned officer but he survived by sheer luck , begging General Gul Hassan to save him .The infamous arbitrary retirements of more than 15 general officers by intrigue of General Gul Hassan and Z.A Bhutto in December 1971 created an enormous gap in the army in Pakistan and this helped Zia in quick promotion to the rank of major general in 1972.A reliable army source General Chishti states that while posted in Multan Zia practiced extreme sycophancy cultivating PPP stalwarts like Sahibzada Faruq, Hamid Raza Gillani, Sadiq Hussain Qureshi and Sajjad Hussain Qureshi.Chishti thought that the CIA may have successfully cultivated Zia much earlier in 1950s when Zia attended a military course in USA.Brigadier Z.A Khan remembers him as selling eggs as a colonel in mid 60s in Multan.

Ironically the army never recommended Zia for promotion to the rank of COAS. General Chishti then the Military Secretary and directly responsible for promotion boards remembers that Zia was seventh in order of seniority in all lieutenant generals.The army chief Tikka did not even include Zia in the list of potential candidates and had recommended Lieutenant General Akbar Khan in an official letter addressed to Mr Z.A Bhutto for the job. Lieutenant General Sharif the seniormost was not recommended by Tikka in this letter.Generals Aftab and Azmat Baksh Awan the second and fourth in seniority according to Chishti were regarded as unsuitable for lack of ability by Tikka. Lieutenant General Ghulam Jillani Khan sixth in seniority and the then DG ISI was considered unsuitable for lack of formation command experience. Lieutenant Generals Malik Abdul Majeed and Zia ul Haq sixth and seventh in seniority were not even considered by the army high command to be even fit to be considered as they were newly promoted and had very little higher formation command experience.

Zia however had ingratiated himself to Z.A Bhutto by his extreme servility and sycophancy. General Gul Hassan in his memoirs ascribes Zia's promotion to the fact that he took insults,snubs, and other similar indignities from Bhutto,whome he regarded as his his creator with inborn grace !



General Zia's tenure as army chief did not improve the Pakistan Army . Not at least in the period 1981 to 1988 when I saw it as a cadet and officer.Pakistan was transformed into a frontline state in the Soviet Afghan War not because of any religious reasons but simply because Pakistan's military junta lacked legitimacy and was isolated. Seeking US and Saudi assistance was its only way of survival . In the process a dangerous affair with diasastorous consequences , which only became evident in mid 1990s was started with religious extremism. Chaudhry Sardar Ali then an Inspector General of police stated in an interview that Zia adopted draconian Islamic laws like Hudood and Qisas just to please the Saudis and to get financial aid.

A dubious partnership was created between an illegitimate military junta,US and Saudi intelligence agencies and dubious banks like the Bank of Crooks and Cheats (BCCI) of the the infamous Agha Hassan Abedi. Pakistan was converted into a base for a so called Jihad to ensure Christian Anglo Saxon supremacy against Soviet Russia with US and Saudi dollars.

The army became a one man organization with promotion and success for only those officers who were in Zia's good books. This anachronistic situation continued till 17 August 1988. Great preparations were made when Zia was comin to witness the tank demonstration at Kandewala Ranges. Baba ice cream a special ice cream that Zia loved was arranged from Multan. Special lotahs were bought for Zia and his party's ablution. Chefs were pooled in from various formations to prepare Zia's lunch at Tamewali Rest House on 17 August 1988. Zia never had that lunch. His death was fixed on the Hindu Shamshan Ghat at Basti Lal Kamal. An army chief who should never have been the chief in the first place and should have instutionally retired by 1980 was finally terminated by divine design on 17 August 1988. The harm that he inflicted on Pakistan purely motivated by his selfish policies to stay in power lingers on and haunts Pakistan's very existence today twenty years later on 17th August 2008. Today thanks to Zia political leadership in Pakistan has been nearly destroyed and military talent is non existent.

Since then, quite a number of publications came in the market, but this report seems to be the most authentic and incisive. The investigation is thorough and analysis is methodical.
This article about the crash is like Agatha Christie's thriller Murder on the Orient Express, in which everyone aboard the train had a motive for murder. The suspects here are, Americans, Indians, Russians, Afghans and even Pakistan Army.

THE PAKISTANI MILITARY MINDSET

While third world military figures , in power or retired make impressive speeches at various forums and think tanks , very few outside their countries understand their mindset and motivation , which by and large is driven by highly personalized and ulterior motives !



Keeping this premise in view it is important to understand the mindset and the personalities of the third world military juntas , most important in this case being the Pakistani military junta !



The British Indian Army which gave birth to Pakistan and Indian armies in 1947 was essentially a colonial army designed for internal security and limited defence of India against external threats .The British ensured that all Indians who came to this organization were from the politically most docile and loyal classes ! In order to keep the Indian officer corps slavish they kept a 50 % quota for Indian Army rankers in Indian Military Academy Dera Dun right from its foundation in 1930-32 .



Layman readers may note that the " lower middle class" as well as the " middle class" by and large are the politically most conservative classes ! Social climbers by orientation , intensely careeristic in outlook and extremely conscious of personal benefits , having none or little of the pride or spirit de corps that made the Prussian junker officer defy Hitler ! In the Russian Civil War many major reactionary White Army leaders including Denikin,Kornilov etc were from humble background ! Similarly all of Pakistan's military rulers less Yahya Khan were from humble background and all brought with them the intense greed and ambitiousness of a man from humble origins with none of the ideological idealism that distinguishes a man of ideology from a social climber !

Now the mindset of the military junta :--

1- Personal motives having priority over all other motives :-- You would find no Manstein or Guderian in them but highly ambitious men who practiced sycophancy with their seniors , hole punchers in US terms , yes men ,masters of personal manouvre in order to get the right report from the right boss at the right time ! They pleased their seniors and they know how to handle balls of any benefactor may it be Bush or Reagan where aid is concerned ! They have no ideology less personal interest !

2- View Wars and International Geopolitics as a means of personal benefit:-- The Soviet invasion ofAfghanistan
 was a divine and phenomenal lottery for Pakistan's military rulers ! Zia the son of a humble tailor , and many of his generals Akhtar etc siphoned millions of US dollars in private accounts , from theUS aid meant for Afghanistan ! knowing the Americans well , they must have also earmarked good retainers for Zia and his ISI chief in any case ! Serious observers like Selig Harrison and Cordovez have concluded that the Pakistani military junta never wanted that the Soviets should withdraw fromAfghanistan since that would have meant stoppage of US aid ! Similarly 9/11 is a heaven sent opportunity for General Musharraf since it enabled him to get US aid and the much needed US boost to stay in power !

3- Can be coerced and bought if the Bigger players know how to drive them:-- These leaders have price tags and can be manipulated to a significant extent without risking wars like the 
Iraq war ! This is so because their vision is personal , has none of Khomeini or Osama's ideological agenda ! Thus if theUSA sensibly deals with them with carrot and stick they can be made to conform to US policies !

4- Ulterior motives in prolonging conflicts to get aid :-- These leaders have an ulterior motive that their benefactor super power i.e 
USA is kept occupied in its war against terror , not because they have any love for Islam , but simply because this would bring them more aid , an important part of which is siphoned into private fortunes ! Thus at a certain covert level these leaders are interested in the terrorist's cause also ! Thus the third world intelligence agencies have many irons in the fire whether it is initiating a terrorist outrage or encouraging one ! 

5- Increasing reliance on coercive power of state :-- Since these leaders have little or no contact with national aspirations of their masses , they increasingly rely on the coercive power of the state which leads either to a Shah of Iran like situation or strengthening of a Saddam like totalitarian regime ! In both cases it was the fault and mishandling of US policy makers !

6- Role of the Intelligence agencies :-- To buy judges , to blackmail politicians , to start wars of low intensity to get aid , to manipulate low intensity war players for specific ends to please or disturb their super power benefactors !



Conclusion

The USA is dealing with sharp social climber third world leaders who know how to please and how to practice sophisticated ball lifting ! These men have no ideology and can withstand tremendous amount of kicking as they did while pleasing seniors in their military careers ! It is simpler to deal with these tinpot dictators than Osama or Mullah Omar ! If policy makers in the 
USA understand this fact their task would be simpler !
